He calls these people “protocrats” – green designer/instantiators ahead of the curve on developing new technologies, pushing them beyond labs and into mass development.
To be honest, I find the part where these people push developments into mass consumption to rub me the wrong way. I wish he had said “mass acceptance” instead.
